Kıbrıs Sorunu ve “Olumlu Sonuç Perspektifiyle Özlü Müzakereler”
Sayın ekselansları, değerli siyasi parti temsilcileri,
Bugün AKEL’in “Kıbrıs Sorunu: Olumlu sonuç perspektifiyle özlü müzakerelerin yeniden başlatılmasına yönelik inisiyatifler için sorumluluk almak” başlıklı konusunu tartışmak üzere bir araya geldik.
Kıbrıs Sorunu, burjuva ideologların ve emperyalistlerin iddia ettiği gibi basitçe bir “toplumsal anlaşmazlık” ya da “iki toplum arasındaki güvensizlik” meselesi değildir. Bu sorun özünde ulusal bir sorundur ve daha derin düzeyde kapitalist-emperyalist sistemin yarattığı uluslar arası çelişkilerin somut bir yansımasıdır. Bu nedenle “olumlu sonuç perspektifiyle özlü müzakereler” meselesine yaklaşım, yalnızca burjuva diplomatik tekniklerle ya da burjuva siyasetçiler arasında iyi niyet çağrılarıyla değil, uluslar ve sınıflar arasındaki ilişkilerin bilimsel analiziyle ele alınmalıdır. Komünist bakış açısına göre herhangi bir ulusal sorunun çözümü, o sorunun ortaya çıktığı sınıfsal temellerin doğru tespitine bağlıdır. Kıbrıs’taki bölünme iki halk arasındaki “doğal” bir düşmanlıktan kaynaklanmamaktadır; aksine, kapitalist-emperyalist güçlerin müdahaleleri ve yerel burjuvazinin bu müdahaleler yoluyla kurduğu bağımlılık ilişkilerinden doğmuştur (sözde “anavatanların” burjuvazisi de buna dahildir). Dolayısıyla “özlü müzakere” kavramı, içeriği ulusal ve sınıfsal ilişkilerin somut incelenmesiyle belirlenmediği sürece boş bir slogandan ibaret kalacaktır.
Ulusal Sorunun Sınıfsal İçeriği
Kıbrıs Sorunu’nu anlamak için ulusların tarihsel dönüşümlerini ve onları oluşturan sınıfların ilişkilerini ve politikalarını anlamak gerekir. İkinci Dünya Savaşı’ndan sonra ulusları oluşturan sınıfların konumları ve uluslararası zinciri oluşturan uluslar arasındaki ilişkiler değişmiştir. Geçmişte burjuvazi ulusun lideri olabilir, tüm kesimleri kurtuluş bayrağı altında örgütleyebilir ve ulusal kurtuluş için mücadele edebilirdi. Bugün ise burjuvazi ulusal bayrağı dolar ve euro karşılığında satmıştır. Ulusal kurtuluşu terk etmiştir. Politikalarında, kendi uluslarının diğer sınıflarıyla ilişkilerinde ve “güçlü” emperyalist efendilerle – bu efendi de esasen ABD’dir – ilişkilerinde artık ulusal ya da demokratik hiçbir şey kalmamıştır. Hatta İngiliz, Fransız, Alman, İtalyan ve Japon burjuvazileri bile ruhlarını ABD’ye satmıştır. Bu anlamda burjuvazi artık ulusun bir parçası değildir. İsterlerse kendi uluslarının proletaryasının hegemonyasına boyun eğerek kendilerini aklayabilirler, fakat bunu yapmazlar; yabancı emperyalist efendilere boyun eğmeyi tercih ederler.
Bugün Kıbrıs’ta “ulusal çıkar” adı altında sunulan politikalar gerçekte toplumun çok küçük bir kesimi olan burjuvazinin çıkarlarını yansıtmaktadır. Bu azınlık ekonomik ve siyasi gücünü korumak için adayı uluslararası sermayeye açmakta, emperyalist güçlerle iş birliği yapmakta ve hatta bu uğurda kendi halkını bile feda etmektedir. Buna karşılık Türk ve Rum Kıbrıslı işçi sınıfları – işçiler, köylüler, küçük esnaf, kamu çalışanları – ulusun gerçek çoğunluğunu oluşturur. Bu çoğunluk için “ulusal çıkar”; savaş, bölünme ve bağımlılık değil, barış, eşitlik ve kardeşlik temelinde birlikte yaşamdır.
Kıbrıs Sorunu’nun çözümüne yönelik iki yol vardır:
- Burjuvazinin yolu: Türkiye, Yunanistan ve Birleşik Krallık (ve onun üzerinden ABD, hatta Fransa ve Almanya) Kıbrıs’ta askeri varlıklarını ve üslerini korur; bu amaçla savaşları ve sözde barış görüşmelerini düzenler. Aynı zamanda BM de kendi tüzüğünü çiğneyerek bu utanç verici durumun devamını sağlar.
- İşçi sınıfının yolu: Birleşik Krallık, ABD, Fransa, Almanya, Yunanistan, Türkiye ve Kıbrıs’taki işçilerin birleşmesi ve bu birleşik güç sayesinde emperyalist dünya düzeninin yenilgiye uğratılması.
“Sonuç odaklı özlü müzakereler” ancak ikinci yol temelinde anlam kazanır.
Emperyalizm ve Müzakere Süreçlerinin Niteliği
Son altmış yıl, Kıbrıs’ta yürütülen müzakerelerin neden sonuçsuz kaldığını açıkça göstermektedir. Bu müzakereler “barış görüşmeleri” olarak sunulsa da gerçekte emperyalist sistemin Kıbrıs’taki çıkarlarını korumayı amaçlamaktadır.
Kapitalist-emperyalist güçler için ulusal sorunların çözümü diye bir politika yoktur. Onlar için önemli olan stratejik bölgelerde kontrolü sürdürmek ve askeri-ekonomik çıkarlarını güvence altına almaktır. Kıbrıs bu açıdan Doğu Akdeniz’de kritik bir konumdadır.
Müzakereler Kıbrıs Sorunu’nu çözmek için yapılmamaktadır. Bunun en açık göstergesi, İngiliz üslerinin kaldırılmasının ya da “garantörlük” sisteminin sona erdirilmesinin gündeme bile getirilmemesidir. Bu sorunları yaratan unsurlar ortadan kaldırılmadıkça barış mümkün değildir.
Burjuva siyasetçiler “barış” ve “uzlaşı” söylemini öne çıkarsa da bu çoğu zaman halkı yatıştırmak için kullanılır. Müzakerelerin gerçek belirleyicileri masadaki liderler değil, onların itaat ettiği uluslararası güçlerdir.
Bu nedenle “özlü müzakere” kavramı emperyalist çerçevede kaldığı sürece gerçek bir anlam taşımaz; yalnızca bir yanılsamadır. “Sorumluluk almak” ne demektir? Emperyalist barbarlığın, nükleer silahların ve askeri üslerin sorumluluğunu mu üstlenmek? Bu kavramlar tanımlanmadan yapılan çağrılar, emperyalist güçlere teslim olmayı istemek demektir.
Sahte Umutlar ve Gerçek Mücadele
İnternet çağında, hatta palyaço gibi giyinmiş figürlerin bile “doğrudan demokrasi” konuştuğu bir dönemde, AKEL bizden BM gözetiminde “sorumlu” bir süreç yürütmemizi istiyor. Oysa BM kendi ilkelerini yok etmiştir ve Birleşik Krallık gibi ülkeler ABD’deki Trump yönetimiyle birlikte hareket etmektedir. Bu anlayışta güç hukuk demektir, kitlesel katliam normaldir ve ülkeleri taş devrine bombalamak “sorumluluk” demektir. Üstelik bu eylemler Kıbrıs’taki üsler kullanılarak yapılmaktadır. Soruyoruz: Bahsedilen sorumluluk bu mu?
Ulusların Kardeşliği ve Enternasyonalizm
Kıbrıs Sorunu’nun çözümünde temel ilke ulusların kardeşliğidir. Bu yalnızca bir slogan değil, somut bir siyasi programdır. Bunun için milliyetçiliğin aşılması gerekir. Milliyetçilik, işçi sınıflarını bölerek burjuvazinin egemenliğini güçlendirir. Milliyetçilik Kıbrıs’ta yıllarca iki halk arasında düşmanlık yaratmak için kullanılmış ve katliamlara yol açmıştır. Buna karşılık enternasyonalizm işçi sınıfının birliğine dayanır. Kıbrıslı Türk ve Kıbrıslı Rum emekçilerin ortak çıkarı birleşmek ve bu tarihsel gerçeği kavramaktır.
Gerçekçi Bir “Sonuç Odaklı Perspektif”
“Sonuç odaklı özlü müzakereler” ifadesi ancak sınıfsal içeriği doğru tanımlandığında anlam kazanır. Aksi takdirde burjuva diplomasisinin bir parçası olmaktan öteye geçemez.
Gerçekçi bir yaklaşım şunları içerir:
- Kıbrıs Sorunu’nun ulusal bir sorun olduğunun kabulü
- Emperyalist müdahalelerin reddi
- Burjuva müzakere süreçlerinin teşhiri
- İşçi sınıflarının aktif özne olarak katılımı
- Ulusların kardeşliğine dayalı çözüm programı
Tarihsel deneyim, kalıcı ve adil çözümlerin ancak bu şekilde mümkün olduğunu göstermektedir.
Burjuva bir anlaşma savaş riskini azaltır, halkın yaşamını kolaylaştırır ya da halk hareketlerine olumlu alan açarsa, Kıbrıs Sosyalist Partisi bunu taktik olarak destekler; ancak bunu nihai çözüm olarak görmez. BM, ABD ve Birleşik Krallık istemedikçe bu sorunu çözebilir mi? Hayır. Güvenlik Konseyi’nde veto ederler. Türkiye her isteneni yapsa çözüm olur mu? Hayır. Türkiye ve Yunanistan anlaşsa bile, ABD ve Birleşik Krallık istemezse çözüm olmaz.
Kıbrıs Sorunu emperyalist diplomasiyle çözülemez. Çözüm, ancak emekçi halkın ortak mücadelesiyle, kapitalist-emperyalist sistemin ötesine geçen bir dönüşümle, anti-emperyalist birleşik cephe mücadelesiyle mümkündür. “Özlü müzakere” ancak bu mücadelenin bir aracı olduğu ölçüde anlam taşır.

The Cyprus Problem and “Substantive Negotiations with a Perspective on Positive Outcomes”
Your Excellency, esteemed representatives of political parties,
Today we have gathered to discuss AKEL’s topic entitled “The Cyprus Problem: Taking responsibility for initiatives aimed at restarting substantive negotiations with a perspective on positive outcomes.”
The Cyprus Problem is not simply a matter of “social disagreement” or “mistrust between two communities,” as bourgeois ideologists and imperialist claim. This problem is essentially a national problem and, more deeply, a concrete reflection of the contradictions amongst nations created by the capitalist-imperialist system. Therefore, the approach to the issue of “substantive negotiations with a perspective on positive outcomes” should be addressed not only through bourgeois diplomatic techniques or calls for goodwill amongst the bourgoies politicians, but through a scientific analysis of relations amongst nations and classes. From a communist perspective, the solution to any national problem depends on correctly identifying the class foundations upon which that problem arises. The division in Cyprus does not stem from a “natural” enmity between two peoples; On the contrary, it arose from the interventions of capitalist-imperialist powers and the dependency relationships established by the local bourgeoisie, including the bourgeuies of the so called “motherlands” through these interventions. Therefore, the concept of “substantive negotiation” will remain an empty slogan unless its content is determined by a factual study of national and class relations.
- The Class Content of the National Question
To understand the Cyprus Problem, it is necessary to understand the historical transformations of the nations and the relations and the policies of the classes that make up the nations. After the Second World War, the positions of classes that make up the nations and the relations of nations that make up the international chain of nations have changed. In the past, the bourgeoisie could be the leader of the nation, organizing all segments under the banner of liberation and fighting for national liberation. Today, the bourgeoisie sold the national flag for dollars and euros. The bourgeoisie has abandoned national liberation in exchange for dollars and euros. There is nothing national and democratic left in their policies, in their relations to the other classes of their nations, in their relations with the “powerful” imperialist masters – that boils down to USA. Even the powerful English, French, German, Italian and Japanese bourgeois sold their soul to USA. In this sense, the bourgeoisie is not a part of a nation any
more. İf they want, they can absolve themselves by submitting to the hegemony of the proletariat of their nation, but this they will not do. They much rather submit to their foreign imperial masters.
Today in Cyprus, policies presented under the guise of “national interest” actually reflect the interests of the bourgeoisie, a very small segment of society. This minority, in order to protect its economic and political power, opens the island to international capital, collaborates with imperialist powers, and, sacrifice even its own people for these interests. In contrast, the Turkish Cypriot and Greek Cypriot working classes – workers, peasants, small business owners, public employees – truly constitute the majority of the nation. For this majority, “national interest” is not war, division, and dependence; it is coexistence based on peace, equality, and brotherhood.
There are but two different “paths to a solution” of the Cyprus Problem:
1. The path of the bourgeoisie: Turkey, Greece and the UK and through the UK , the USA – even France and Germany- preseve their war machines – their bases, etc – in Cyprus, and for this purpose arrange wars and peace talks amongst Greece and Turkey, and Greek Cypriots and Turkish Cypriots. At the same time UN carries on trampling under foot its own Charter and ensure the continuation of this most shameful murderous situation on the island.
2. The path of the working classes: To unite with the workers of the UK, USA, France, Germany, Greece, Turkey and Greek Cypriots and Turkish Cypriots, and thanks to the power of these united nations the defeat of the barbarians of the imperialist world order oppressing us in Cyprus.
“Substantive negotiations with a results perspective” can only gain meaning on the basis of the second path.
Imperialism and the Nature of Negotiation Processes
The last sixty years clearly show why the negotiations conducted in Cyprus have remained inconclusive. Although these negotiations are formally presented as “peace talks,” they are essentially aimed at protecting the interests of the imperialist system in Cyprus.
For capitalist-imperialist powers, there is no policy of resolution of national problems. What is important for them is maintaining control in strategic regions and securing military and economic interests. Cyprus, in this respect, holds a critical position in the Eastern Mediterranean.
The negotiations are not held to produce a solution to the Cyprus Problem. This is most clear from the fact that negotiations are not about the removal of the UK bases, etc., or removal of the “guarantorship” of the UK and NATO member “motherlands”. Negotiations are not discussing to get rid of all these problem causing factors from our country together with their local henchman. The UN does not even raise these as issues as long as they remain. With these present we will not have peace and that is very clear to all.
Although bourgeois politicians emphasize the rhetoric of “peace” and “reconciliation,” this rhetoric is often used to pacify the people. The real determinants of negotiations are not the leaders sitting at the table, but the international power whom the obey.
Therefore, the concept of “substantive negotiation,” if it remains within an imperialist framework, is not inherently substantive; it is merely a lie suitable for “Truth Social”. What does “taking responsibility” mean? Does someone here want to take the responsibility for the imperialist barbarity or nuclear weapons on our island, and for all these bases and arms in and around our island? The phrase “taking responsibility for initiatives aimed at restarting negotiations with a perspective of a positive outcome” without defining these is asking us to surrender to the imperialist powers.
False Hopes and Real Struggle
In the age of internet, in these days when even Mr Fidias Panayiotou, who dressed as a clown, is talking of direct democracy – and that together with his bigger comrades in the name of Musk and J. Sachs – comrades from AKEL wants us to organise a “responsible” process under the UN who has destroyed its original Charter, and under the domination of countries such as the UK that works hand in glove with the Trump regime of USA, that declares that they are the law. For the Trump regime power is the law, mass murder is the law, responsibility is bombing countries and nations to stone age. And they do this using bases in Cyprus. We therefore ask, is this the responsibility we are talking about?
Brotherhood of Nations and Internationalism
The fundamental principle in resolving the Cyprus Problem is the brotherhood of nations. This principle is not merely a slogan; it is a concrete political program. To achieve this, nationalist ideologies must be overcome. Nationalism is a tool that strengthens the dominance of the bourgeoisie by dividing the working classes. In Cyprus, this ideology has been used for years to create animosity between the two peoples. It has led to massacres between Greek Cypriots and Turkish Cypriots. In contrast, internationalism is based on the unity of the working class. The
common interests of Turkish Cypriot and Greek Cypriot workers and laborers is to unite and learn the simple fact of this historical lesson.
A Realistic “Results-Oriented Perspective”
The phrase “substantive negotiations with a results-oriented perspective” only gains meaning when its class content is correctly defined. Otherwise, this phrase cannot go beyond being a part of bourgeois diplomacy.
A realistic results-oriented perspective includes:
1. Acceptance that the Cyprus Problem is a national problem.
2. Rejection of imperialist interventions.
3. Exposure of bourgeois negotiation processes.
4. The active participation of the working classes as subjects.
5. Construction of a solution program based on the brotherhood of nations.
Historical experience shows that lasting and just solutions are only possible in this way.
Where a partial bourgeois agreement reduces the danger of war, eases the lives of working people, or opens space for popular mobilization, Socialist Party of Cyprus will support it tactically – without ever mistaking it for the final solution. However, can the UN resolve this problem if USA and UK does not want it? No it cannot. They can veto it at the Security Council. If Turkey does everything it is asked for will Cyprus Problem be solved? No! If Turkey and Greece come together and say to the UK and USA that Aegean and east Mediterranean and Cyprus is theirs and that they agreed to share them in an friendly way, can Cyprus Problem be solved? No, if the UK and USA says no.
Cyprus problem cannot be solved through the imperialist diplomacy or imperialist plans. This solution will only be possible through the common struggle of the working people, through a transformation that transcends the boundaries of the capitalist-imperialist system, through the anti-Imperialist United Front struggle. “Substantive negotiation” is only meaningful insofar as it becomes a tool in this struggle.
